    What does instant runoff voting do?

    Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today we continue our series on the benefits of instant runoff/ranked choice voting, continuing with ensures majority winners. Looking for news and events? Scroll down. They're still here.

    IRV/RCV Ensures Majority Winners

    Last Bulletin we talked about saving taxpayers time and money by eliminating runoffs. We talked about how runoffs are the current option for ensuring majority support, but do they actually produce a winner that the majority of voters prefer?

    Sure, the winner of the runoff receives a majority of votes from those who come to vote in the runoff, but is that representative of the population? Voter participation usually drops by about half in a runoff.

    That isn't majority rule. It's rule by those who have the time and energy to show up for an election twice. Instead we propose the best of both worlds.

    Say goodbye to the nonmajority winners produced by plurality voting and the costly, low attended runoffs. Say hello to instant runoff voting. By ranking your candidates when you cast your ballot the first time, we can have an "instant runoff" that ensures majority support with more input from voters. Plus, we won't have to wait two weeks!

    This bill will give municipalities the option of using instant runoff voting in elections. Last session we got a hearing, this year we want to go even further, but we need your help.

    Here you will find important updates in the world of instant runoff voting and events to attend that help spread the word of IRV/RCV in SC.

     

    What does instant runoff voting do?

    Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today we continue our series on the benefits of instant runoff voting, continuing with the elimination of vote splitting. Looking for news and events? Scroll down. They're still here.

    I have heard people from across the political spectrum and across the state talk about needing to vote for the lesser of two evils. If you're unfamiliar with this concept, it's the idea that you cannot actually vote for the person who you think will do the best job or aligns most ideologically with you because that person doesn't actually have a chance of winning.

    There are are candidates who run every day who are qualified and intelligent, but for a variety of reason, may not seem like they have a path towards victory. If you vote for that dream candidate, you're taking your vote away from someone who doesn't share as many views with you, but is perceived as having a better chance of winning. That can provide a path to victory for the person you don't align with. 

    Essentially, two candidates who are similarly aligned will split the vote and allow the outlier candidate to win the election. That alignment can be ideological, racial, gender, or anything that candidates can have in common.

    But we have the solution: instant runoff voting. Since you are ranking your candidates in the order that you prefer them, you can have back up choices. If your preferred candidate doesn't have a path to victory, your vote transfers to your back up choice. You have still shown your support for your preferred candidate, but the back up choices allow you to not split the vote.

    This is particularly salient today because filing for many municipal races ended today. There will be many examples of vote splitting across the state, but let's take a look at our state's capital: Columbia. Any time that there are three or more candidates, there is the chance of vote splitting. Check out the races below, because they are ripe for it.

    The country is abuzz right now about the "Redistricting Wars." Rarely does something something so nerdy and esoteric break into the country's consciousness as boldly as this. 

    If you haven't been following, a brief summary: President Trump urged Texas to do a mid-decade redistrict (unheard of but doesn't seem to be illegal) to further partisan gerrymander (also not illegal) Texas to favor Republicans. Blue states, California in particular, is moving in the direction of responding in kind to balance out their efforts. Gerrymandering is generally seen as a problem because it is viewed as our elected officials picking their voters instead of voters picking their elected officials. 

    But we're all about giving voters MORE choice and MORE voice, not less. So we have a solution: Proportional representation. Check out more below:

    What does instant runoff voting do?

    Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today starts a series where we'll look at some of the benefits of instant runoff voting, starting with clean campaigns. Looking for news and events? Scroll down. They're still here.

    One of the most frequent complaints about elections is the mudslinging. The non-stop, incessant name calling and personal attacks distract from what actually matters. What does the candidate want to DO? What is their positive vision for the future of their district?

    The current system incentivizes this behavior. The loudest, angriest voice gets the most clicks, the most air time. They suck up the oxygen. So why be cordial? Why focus on policy when the system doesn't reward it?

    How does IRV clean up campaigns?

    It's all about those ranking. When voters can rank their candidates, candidates need the rankings to win. If candidate A insults my top pick, candidate B, I'm sure not going to rank them on my ballot. IRV incentivizes them to focus on their own policies and vision for their district instead of on their opponent's inconsequential faults.

    Phonebanking with BBSC: February 17, 5pm. We're calling supporters to let them know about our upcoming organizing meeting. The more people we have out, the more impactful our statement is!

    Statewide Strategy Call: Postponed to Wednesday Feb 26, 6:30pm. Our monthly meeting are the 4th Tuesday (usually) of the month! Join us to recap the month and discuss the future, locally. Join us in Columbia, Charleston, or virtually. Everyone will meet on the call and have a quick recap of what the state of the movement in South Carolina is and then we'll break into local groups.

    Majority Rules Screening: March 2, 2pm. Join the League of Women Voters of Charleston and fellow IRV supporters (or those just curious) to learn about instant runoff voting's use across the country, but particularly in Alaska.

    This bill will give municipalities the option of using instant runoff voting in elections. Last session we got a hearing, this year we want to go even further, but we need your help.

    We are actively looking for cosponsors for this municipal option bill. The best way to do this is to sit down with legislatures and have a conversation with them about the benefits of IRV.     Colonel Christopher Himsl, retired

    After 32 years in the US military, Christopher Himsl is now fighting for Americans at home. He is the Midlands leader of Principles First and the Statewide Lead of Veterans for All Voters.

     

    Jermaine Johnson

    Dr. Jermaine Johnson is a community activist, avid volunteer, public servant and current State Representative serving the people of Richland and Kershaw Counties. As a husband and proud father, Jermaine knows the value and importance of giving back to the community that has helped him raise his family and grow as a leader. 

    At an early age, Jermaine witnessed firsthand the effects of poverty, gun violence and homelessness. Raised by two working-class parents who struggled with substance abuse and addictions, he was determined to overcome the obstacles he experienced in his childhood and make a better life for himself in the future. So he decided to put in the hard work to achieve his goals. As a gifted athlete, Jermaine used his skills on the basketball court to earn his way to a full scholarship to the College of Charleston. After playing abroad, he returned to South Carolina to pursue his passion for serving others.

    Jermaine continued his educational pursuits and attained a graduate degree in Project Management and a doctoral degree in Organizational Leadership. After working in the community for several years, he noticed there was a gap in access to employment assistance services in the community. Therefore, Jermaine founded New Economic Beginnings Foundation, Inc., a nonprofit workforce development organization that provides employment and life skill building assistance to underserved citizens in Richland County.

     

    Frank Knapp

    Mr. Knapp co-founded the SC Small Business Chamber of Commerce in February of 2000.  He serves as the president and CEO of the statewide advocacy organization which has over 5,000 supporters and has taken a leadership role in making South Carolina more small business friendly in areas such as taxation, regulation, worker training, Workers Compensation Insurance, utility costs, health insurance, energy/conservation and economic development. 

    Mr. Knapp serves on the Advisory Board for the South Carolina Small Business Development Center and was recognized by the Small Business Administration as the 2014 South Carolina Small Business Financing Advocate of the Year. 

    He has held leadership roles with the American Sustainable Business Network and Small Business for America’s Future.  He has led national business efforts in the areas of health insurance, regulations, access to capital, election reform, taxation, and the environment/energy.

    Mr. Knapp Jr. is also the president of The Knapp Agency, a full service advertising/public relations firm he founded in 1991 in Columbia, SC. 

    Mr. Knapp holds a master’s degree in social psychology from the University of South Carolina and a bachelor’s degree in psychology from Indiana University of Pennsylvania. 

     

     

    Danny Morales

    Danny Morales is the Co-Chair of the Soda City Alliance and South Carolina state Co-Coordinator for Braver Angels (BA). This past July, Danny joined the national BA Office of Field Operations, an advisory board serving all BA field volunteers. When he's not trying to save America, Danny works full time in the physical security space. He is a proud transplant from San Juan, PR, and has lived in the Columbia (SC) metro area for over 30 years.

     

    Chris Saxman

    Chris Saxman is the Executive Director of Virginia FREE a non-partisan, non-profit established in 1988 that informs the business community in order to advance free enterprise and responsible, pro-business government.

    Delegate Saxman served in the Virginia House of Delegates from 2002 to 2010. During his time in the Virginia House, he served on Commerce and Labor; General Laws; Transportation; Counties, Cities, and Towns; and Agriculture, Chesapeake, and Natural Resources Committees and also chaired two subcommittees. In 2007, U.S. Senator John McCain asked Saxman to co-chair his Virginia campaign for president along with U.S. Senator John Warner. In 2010, Saxman co-chaired the K-12 transition team for Governor-elect Bob McDonnell.

    Saxman served as the General Manager of his family’s bottled water business based in Staunton, Virginia from 1995 until 2010. As part of his commitment to the industry, Saxman became the Chairman of the Board of Directors for the International Bottled Water Association in 2007.

    Saxman was born in Pittsburgh, PA but primarily grew up in Staunton. He graduated from Washington and Lee University with a B.A. in European History in 1987.  Saxman and his wife, Michele, relocated the family to the Richmond area in 2013. They have four grown children.

     

    Kasie Whitener

    In addition to being the chair of the SC Libertarian Party, Kasie Whitener is a clinical assistant professor in entrepreneurship and strategic management. She received her PhD in organization and management from Capella University in 2014 and holds a BA in English from Clemson University and an MA in American literature from Winthrop University.
     
    Whitener’s professional work includes software implementation projects in the utilities space, business process analysis in private and public sector entities, and post-acquisition training and onboarding for a global Fortune 300 company. She is the author of four books and the 2021 recipient of a South Carolina Humanities Fresh Voices honor for her leadership in various literary arts organizations.

    Prefiles have concluded. Representative Dr. Jermaine Johnson has filed our municipal option bill. Last year we had a fantastic lobbying effort around our bill and got a hearing. This year we'll be doubling down on our advocacy efforts.

    Hurricane Helene

    I hope everyone is safe and if you don't have power that you will get it back shortly (I'm writing this newsletter using a hotspot. I'm grateful to have cell service). If you are in need of resources please reach out to the Red Cross of South Carolina or United Way of South Carolina. The United Way is also accepting donations for hurricane relief. Both are on the ground in our state.

    Register to Vote

    The window to register is about to close. Register in person at the local election office by October 4, close of business. If you register by mail, it can be post marked up to October 7. You can register online until October 6, 11:59pm online.

    Ranked Choice Voting Act Introduced in Congress

    Representatives Jamie Raskin (MD) and Don Beyer (VA) introduced the Ranked Choice Voting Act. This legislation would require instant runoff elections in all congressional primaries and general elections, giving voters more voice and more choice.     Plus, Charlottesville officially passes IRV for their city. Wouldn't it be nice if SC municipalities had this flexibility...

    SC's Path Forward

    While Virginia cities have the option of simply adopting IRV, SC municipalities only have three options available to them and we need to go through the legislature to allow IRV to be the fourth option. That means that we need to convince the legislature. How do we do that?

    Contact your Mayor. Mayors are the top officials within municipalities and we need their voices of support for IRV. We're launching a mayoral outreach campaign. We're asking that you reach out to your mayors with a letter and follow up call. In this folder are letters to send to mayors along with a one-pager that explains the basics of IRV. Any questions? Just let us know by emailing [email protected] or call/text 803-881-6027. We'd also love to know that you've sent it in so we can follow up.

    Get the people on our side. We find that when people hear about IRV, they like it. The more people who know, the more people who will tell their legislators that this is something they want for their municipalities. The people's voice can win.     This bill will give municipalities the option of using instant runoff voting in elections. The regular 2024 legislative is over, but that does NOT mean the effort is. The bill will be reintroduced and we will be doubling our efforts to find more supporters. We need to gather more support so that we can push it even further next session!

  • Better Ballot Bulletin: July 1, 2024

    Here you will find important updates in the world of instant runoff voting and events to attend that help spread the word of IRV/RCV in SC.

    Runoff Round Up

    63% of possible legislative races that could have gone to a runoff did. The trends remain the same. Voter participation dropped (by up to 58% in Republican Senate 26 and 46% in Republican Senate 12) and it cost too much money. We're still waiting on how much this cost counties this time around, but as an example, in 2022, Greenville spent a total of $111, 068 with $65,911 being reimbursed by the state (but that's still tax payer money).

    Our statewide strategy calls have focused on the statewide movement, but we want to localities to have a greater say and involvement in the movement. So, we're going local and monthly!

    Alexander v. SC State Conference of the NAACP: As many of you are probably already aware, the Supreme Court has yet to rule on a case in which SC's 1st Congressional District was ruled to be racially gerrymandered. To learn more about it you can attend a Business for Democracy webinar on Apr 3 at 3pm. United for Democracy's Jennifer Mandelblatt will discuss this issue and the state of the Supreme Court.
