Here you will find important updates in the world of instant runoff voting and events to attend that help spread the word of IRV/RCV in SC.
Runoffs!
Ready to head to the polls again? The Republicans have statewide, congressional, and some State House races that have gone to a runoff. Democrats have them in congressional district 1 and 2.
Why do we have runoffs? Our primaries require a majority winner, which is good! Unfortunately, the current system requires that we go back in two weeks to cast our votes to ensure that majority winner. Generally, the turnout drops by about half. Many candidates win their runoffs with less votes than they got in the original race - and that's just not right.
Enter Instant Runoff Voting! Since you rank your candidates in the order that you prefer them, we already know who you would have voted for in the primary. Saves the time and money associated with runoffs while ensuring majority support. Plus, more people participate in the final result! Our overseas military and absentee voters already vote this way.

Municipal Option Bill
The Legislative Session is essentially over (except for the budget). This bill is expected to be reintroduced next session. It would give municipalities more choice and more voice in their elections.
We are looking for:

Here you will find important updates in the world of instant runoff voting and events to attend that help spread the word of IRV/RCV in SC.
Redistricting Update
Yesterday the SC House adjourned after nearly 10 hours of debate. Hundreds of amendments were introduced and some were debated. One by Representative Hamilton Grant was to increase transparency around the process. We learned that as of Monday morning, over 10,000 absentee ballots had been mailed out and over 1,000 had already been returned. In this state, you can't just request an absentee ballot all willy nilly. These are people with legitimate excuses for why the cannot come to the polls, including serving in our military, seniors, and those too ill to make it to the polls.
Representative Nathan Ballentine also introduced an amendment to keep his (and my) community whole. The new maps sever the Irmo, Chapin, Ballentine area into two different districts. It also had the benefit of fixing some split areas in the northern parts of our state as well. When drawing maps, communities are supposed to be kept together.
Both of these amendments were defeated, along with several others.
Then Republicans changed the rules in the middle of the debate. The rules committee met and voted on new rules. Only one amendment per representative can now be introduced (basically eliminating hundreds of amendments) and debate is limited to three minutes, stifling voices. Once again, we're seeing a monthslong process condensed into a short period of time. Democracy takes time to get it right.
This process lacks the time necessary for deliberative thought. Without it, voters will suffer.

Early voting starts one week from today. Please vote early and get your voice in for the primary. One of the actions we can take to combat redistricting is voting early. The more people who vote, the harder it is for them to decouple the election and cancel votes for Congress.

Fair Representation
Fair Representation in South Carolina
Fair Representation is the idea that everyone's voice is valued, that every vote matters.
The Problem...
Nationally, the gerrymandering wars are raging and they have come home to South Carolina. Lines are being redrawn and debated. Partisan gerrymandering is completely legal, but disenfranchises the minority.
What is partisan gerrymandering?
Representatives picking their voters to increase their chances of winning along partisan lines.
What is racial gerrymandering?
Representatives picking their voters by packing minority voters into one district or cracking them into smaller parts in several districts.
Independent redistricting only goes so far when our single member districts are winner take all - and "all" means the majority has the power to ignore the minority if it chooses.
The Solution
Larger districts that allow multiple representatives to be elected in proportion to the voter's desires means that everyone has a real opportunity to elect someone who represents their values. The winner take all system is founded on the idea that people get packed into districts or split into separate districts (cracking). Packing and cracking dilute people's voting power and are ideologically opposed to the foundational ideas of democracy. That means multimember districts that use proportional ranked choice voting (also known as single transferable vote).
What does that look like?
- Districts with 3-5 representatives
- Ranked Choice Voting that increases representation and decreases polarization
- At its simplest, if 60% of the district votes Republican and 40% votes Democrat in a 3 member district, you end up with 2 Republican representatives and 1 Democrat. Everyone gets representation, proportionally.
Where is this used?
- Cambridge, Massachusetts (since 1941)
- Portland, Oregon (recently chosen by their charter commission. Learn more here.
- Newburgh, New York (not in use yet, but court ordered under the NY Voting Rights Act)
- Ireland
- For a full list of its use in the United States
SC Maps: Cracking and Packing
- Cracking: In the proposed maps in the mid-decade redistrict maps, Richland County will be cracked apart to break up both Democratic and Black political power
- Packing: The maps that were approved under the Alexander v. South Carolina State Conference of the NAACP in 2023 scooped Democrats from Charleston and packed them with a strong Democratic base in Richland County. This made the Charleston based congressional district lean Republican. These lines also closely mirrored where Black South Carolinians live.
- Proportional Districts: These are larger districts where it's easier to keep communities of interest together and voters can elect multiple candidates to represent their views.
What can we do to help?
- Tell your representative to support our municipal option bill (H.3589 in the 2025-2026 session). It would give municipalities the option of using proportional ranked choice voting
- Tell your congressional representatives to support the Fair Representation Act. It would implement proportional ranked choice voting for Congress.
- Donate to Better Ballot SC so that we can continue to educate South Carolinians about this upgrade to the way that we vote.

Midlands Give Results
Thank you, thank you, thank you to everyone who came together and gave during Midlands Gives. We beat our goal thanks to our great supporters! We raised $3,100 to support efforts! We're educating about ways to increase voter participation, decrease polarization, increase representation, and more. We have a message of hope, and hope spreads like wildfire. While I breathe, I hope. This hope will turn into action and results.

H.3589 will give municipalities the option of using instant runoff voting (also known as ranked choice voting). Not only does instant runoff voting save money by eliminating costly runoffs while still maintaining majority support, it also incentivizes campaigns and candidates for the better. Here you will find important updates in the world of instant runoff voting and events to attend that help spread the word of IRV/RCV in SC.
Primary Season has Begun!
Filing closed last week and my feed is full of ads, how about you?
The primaries are all about picking the candidates who will run in November. Some of the people who filed have no competition within their party. Those people are now the nominees for their party and will go on to compete in November.
Then there are the people who have a challenger on their side of the aisle. Those contests will be decided on June 9th, or possibly on June 23rd, runoff day. When an election has 3 or more candidates, there is a chance that there will be a runoff. A runoff happens when someone doesn't get a majority of votes (50% of votes +1 vote). The more candidates, the greater the chance of a runoff.
There are 22 races that could go to a runoff: Governor, Senate, Treasurer, Congressional District 1, 2, and 4, Commissioner of Agriculture, the Attorney General, and several State House races. Whew. It's going to be a crazy primary season. Follow us on social media as we cover these races and talk about how the runoffs are unnecessary with instant runoff voting. Plus, there are lots of other benefits like decreasing polarization, increasing voter turnout, and decreasing mudslinging.

IRV for fun!
Today we continue our newest series about the ways that instant runoff/ranked choice voting has been used for choices that are different than official government elections. Prepare yourself for a wide range of stories that span many interests, because at it's core, instant runoff voting is just a good way to determine who the majority supports. The world is abuzz with the results from the Oscars - and so are we.

Better Ballot SC in the News
Here we talk a lot about instant runoff voting, but that's not all we do. On January 21, 2026, I testified at the in front of the House Constitutional Laws Subcommittee against closed primaries and party registration because we're here to improve South Carolina ballots, to give voters more choice and more voice, not restrict it.

If they vote in a partisan election, they go to the polls and the clerks will ask if they want a Republican or a Democratic ballot. The voter the goes to the machine and votes on that ballot. We can't pick some races from each ballot, but we can, right there on the spot, pick which primary (Republican or Democrat) we want to vote in. There are other forms of of primaries that are even more open than this, but today we're dealing with the opposite
The Dangers of Closed Primaries
I can understand the argument that Democrats should pick Democrats and`Republicans pick Republicans. Parties are insular institutions. And that's part of the problem. Closed primaries polarize the parties and their voters and are contributing to the problem of the unrepresented majority.
Also, primaries are paid for by taxpayer dollars. If independents are forced to register, many won't. We will have disenfranchised a growing portion of the population - and they still have to pay for it. Independents, just like all of us, pay the taxes that fund these elections.
And the parties already have a solution. It's a solution that is already being used by the smaller parties (Libertarian, Green, Forward, Alliance, etc). They hold a convention at their own expense that allows them to control the rules as they see fit. Libertarians, for instance want "None of the Above" on the ballot and our laws don't allow for that in a primary.
Our hard work seems to have helped stall these bills, but we will stay vigilant and continue to fight against polarization and for proper stewardship of taxpayer dollars. If you would like to help fund our efforts, consider donating today.

2026 IRV/RCV Education Campaign
More Choice. More Voice. A Stronger South Carolina.
South Carolina’s democracy works best when every voter has a real say, not just a narrow slice of the electorate. Better Ballot SC is launching a statewide education campaign leading up to our lobbying day to expand understanding, build momentum, and grow support for Instant Runoff Voting / Ranked Choice Voting (IRV/RCV).
This campaign is about empowering communities, strengthening local leadership, and ensuring our elections reflect the will of the people.
What Is IRV / RCV?
Ranked Choice Voting lets voters rank candidates in order of preference - first choice, second choice, and so on. If no candidate wins a majority, the last-place candidate is eliminated and votes are reallocated until a candidate earns broad support.

Too many elections are decided by low-turnout runoffs, crowded primaries, or outcomes that don’t reflect the true preferences of voters. IRV/RCV offers a proven alternative. It's an alternative that rewards coalition-building, respects every vote, and gives communities more voice in choosing their leaders.

What does instant runoff voting do?
Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today we're back to our series on the benefits of instant runoff/ranked choice voting, continuing with eliminating zombie votes. Looking for news and events? Scroll down. They're still here.
IRV/RCV Eliminates Zombie Votes
That's right, zombie votes. This little known term is a real problem. When we cast a ballot for a candidate who drops out, we have cast a zombie vote. The candidate moves on, but the vote remains. This can happen with early and absentee voting.
But there's a simple solution: rank your candidates! Since you've ranked them, if your top pick drops out, your vote would automatically transfer to your second choice. That means greater participation from voters and the ability to vote for the person you truly want while still having a backup.

What does instant runoff voting do?
Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today we're back to our series on the benefits of instant runoff/ranked choice voting, continuing with increased representation. Looking for news and events? Scroll down. They're still here.
IRV/RCV Increases Representation
People generally agree that hearing from a wide range of voices is good for our communities and our democracy, but our elected officials do not necessarily reflect that agreement. In SC, our elected officials are generally white and overwhelmingly male. It's a good thing to have people of those demographics in power, but not only them.
Diverse people bring diverse views and fair competition of ideas. The best ideas can float to the top and are more likely to help everyone rather than a small group of people.
Focusing on women for a moment, in 2024 only 30% of our municipal elected officials were women (municipalities over 10K). Worse, only 13.5% of our general assembly are women. In municipalities that use IRV/RCV, that number climbs to 52% and 42% for state legislatures that use it. Those numbers are dramatic. But why?
IRV/RCV eliminates vote splitting so when two members of the same demographic run, their votes aren't split. The ranking allows voters to vote for the candidates they really want instead of the lesser of two evils. Additionally, women are generally less likely to be combative and go on the attack, which the IRV/RCV system favors.
It not only increases representation, it benefit minority voters. According to this report, voters of color rank more candidates and take more advantage of the ranked ballot. It also increases voter participation which can have a diversifying effect.

Runoff Day...
It's election day...again... In some municipalities a runoff is required when no candidate receives a majority of votes (50%+1 votes) and that happened in spades. From Columbia to Myrtle Beach to Pickens and beyond, voters are returning to the polls today.
These runoffs are costly and usually less voters turnout! That means the decisions of the many are being decided by the few, but everyone has to pay for it! If only there was a better way...
There is!
Instant runoff/ranked choice voting is the best of both worlds. It allows you to rank your candidates in the order that you prefer them. Since we already know how you would vote in the event of a runoff (because you ranked candidates on your first trip to the polls), the runoff is unnecessary. Not only would we get our results sooner, but we'd save all the time and money from not holding a traditional runoff.

IRV/RCV Ensures Majority Winners
Last Bulletin we talked about saving taxpayers time and money by eliminating runoffs. We talked about how runoffs are the current option for ensuring majority support, but do they actually produce a winner that the majority of voters prefer?
Sure, the winner of the runoff receives a majority of votes from those who come to vote in the runoff, but is that representative of the population? Voter participation usually drops by about half in a runoff.
That isn't majority rule. It's rule by those who have the time and energy to show up for an election twice. Instead we propose the best of both worlds.
Say goodbye to the nonmajority winners produced by plurality voting and the costly, low attended runoffs. Say hello to instant runoff voting. By ranking your candidates when you cast your ballot the first time, we can have an "instant runoff" that ensures majority support with more input from voters. Plus, we won't have to wait two weeks!

I have heard people from across the political spectrum and across the state talk about needing to vote for the lesser of two evils. If you're unfamiliar with this concept, it's the idea that you cannot actually vote for the person who you think will do the best job or aligns most ideologically with you because that person doesn't actually have a chance of winning.
There are are candidates who run every day who are qualified and intelligent, but for a variety of reason, may not seem like they have a path towards victory. If you vote for that dream candidate, you're taking your vote away from someone who doesn't share as many views with you, but is perceived as having a better chance of winning. That can provide a path to victory for the person you don't align with.
Essentially, two candidates who are similarly aligned will split the vote and allow the outlier candidate to win the election. That alignment can be ideological, racial, gender, or anything that candidates can have in common.
But we have the solution: instant runoff voting. Since you are ranking your candidates in the order that you prefer them, you can have back up choices. If your preferred candidate doesn't have a path to victory, your vote transfers to your back up choice. You have still shown your support for your preferred candidate, but the back up choices allow you to not split the vote.
This is particularly salient today because filing for many municipal races ended today. There will be many examples of vote splitting across the state, but let's take a look at our state's capital: Columbia. Any time that there are three or more candidates, there is the chance of vote splitting. Check out the races below, because they are ripe for it.

The country is abuzz right now about the "Redistricting Wars." Rarely does something something so nerdy and esoteric break into the country's consciousness as boldly as this.
If you haven't been following, a brief summary: President Trump urged Texas to do a mid-decade redistrict (unheard of but doesn't seem to be illegal) to further partisan gerrymander (also not illegal) Texas to favor Republicans. Blue states, California in particular, is moving in the direction of responding in kind to balance out their efforts. Gerrymandering is generally seen as a problem because it is viewed as our elected officials picking their voters instead of voters picking their elected officials.
But we're all about giving voters MORE choice and MORE voice, not less. So we have a solution: Proportional representation. Check out more below:

This bill will give municipalities the option of using instant runoff voting in elections. Last session we got a hearing, this year we want to go even further, but we need your help.

What does instant runoff voting do?
Here we talk a lot about instant runoff voting. It's kind of our thing. But why? Today starts a series where we'll look at some of the benefits of instant runoff voting, starting with clean campaigns. Looking for news and events? Scroll down. They're still here.
One of the most frequent complaints about elections is the mudslinging. The non-stop, incessant name calling and personal attacks distract from what actually matters. What does the candidate want to DO? What is their positive vision for the future of their district?
The current system incentivizes this behavior. The loudest, angriest voice gets the most clicks, the most air time. They suck up the oxygen. So why be cordial? Why focus on policy when the system doesn't reward it?
How does IRV clean up campaigns?
It's all about those ranking. When voters can rank their candidates, candidates need the rankings to win. If candidate A insults my top pick, candidate B, I'm sure not going to rank them on my ballot. IRV incentivizes them to focus on their own policies and vision for their district instead of on their opponent's inconsequential faults.
